FEEDBACK FOR DRAFT HECI ACT 2018 (Hindi)

साथियो ! आप को पता ही होगा कि भारत सरकार ने विश्वविद्यालय अनुदान आयोग(यूजीसी) को रद्द कर विश्वविद्यालयों के लिए एक नई नियामक संस्था को गठित करने का प्रस्ताव दिया है | इसे ‘उच्च शिक्षा आयोग’ के नाम से जाना जाएगा | भारतीय उच्च शिक्षा के लिए ऐसे क़दम अत्यंत दूरगामी असर डालनेवाले होंगे | मानव संसाधन विकास मंत्री श्री प्रकाश जावड़ेकर ने 20 जुलाई 2018 ई. तक जनता से इस प्रस्ताव पर राय माँगी है |

अब केवल तीन दिन बचे हैं | हम ने इस प्रस्ताव पर बिंदुवार ढंग से कुछ बातें कही हैं | इस प्रस्ताव में अनेक समस्याएँ हैं | हमारा मानना है कि नियामक संस्थानों से वित्तीय शक्तियों को छीनकर सरकार को सौंपने से अनेक तरह की अनियमितताएँ जन्म लेंगी | इतना ही नहीं इस प्रस्ताव में इस बात का भी ज़िक्र है कि ‘उच्च शिक्षा आयोग’ को उच्च शिक्षण संस्थाओं को प्राधिकृत करने का, उन पर निगरानी रखने का, उन्हें बंद करने का और उन में विनिवेश को संस्तुत करने का भी अधिकार होगा | ये सारी बातें भारतीय उच्च शिक्षा में विचारधारात्मक छल-छद्म को बढ़ावा देंगी | इस के साथ-साथ भारत की अकादमिक विविधता, अकादमिक गुणवत्ता को भी इस से नुकसान पहुँचेगा | फीस में भी बढ़ोतरी होगी | आप चाहें तो प्रस्ताव पर हमारी प्रतिक्रिया को यहाँ पढ़ सकते हैं |

इस प्रस्ताव पर वे सभी लोग अपनी राय दे सकते हैं जो भारत की उच्च शिक्षा में दिलचस्पी रखते हों, खासकर विद्यार्थी जो कॉलेजों तथा विश्वविद्यालयों में पढ़ने को इच्छुक हों, विद्यार्थियों के अभिभावक, शिक्षक-शिक्षिका जो कॉलेजों एवं विश्वविद्यालयों में पढ़ा रहे हों और शोध करने वाले विद्यार्थी जो भविष्य में इस क्षेत्र में बतौर अध्यापक आना चाहते हों | इस प्रस्ताव पर राय देना इसलिए महत्त्वपूर्ण है साथियो क्योंकि इस प्रस्ताव के पारित हो जाने पर भारत में वहन करने योग्य शिक्षा का अंत हो सकता है जो भारत के नौजवानों के भविष्य को बुरी तरह प्रभावित करेगा |

उम्मीद है कि आप इस लोकतांत्रिक प्रक्रिया में हिस्सा लेंगे | आप का यह छोटा-सा प्रयास भारत के तमाम नौजवानों के भविष्य-निर्माण में मददगार होगा | आप की प्रतिक्रियाओं का स्वागत है |

HECI Act Draft Feedback – ACT NOW!

Dear friends, as you may have heard by now, the Government of India has set up a draft proposal to repeal the UGC Act, scrapping the UGC as a regulatory body and establishing a new regulatory body called the Higher Education Commission of India (HECI).

Needless to say, such an act has far-reaching repercussions for higher education in India.

The Union HRD Minister, Sri Prakash Javadekar, has urged all members of the concerned public to respond to the proposed draft of the HECI within the 7th of July, 5 pm.

 

This is a very short time span, but we have prepared a set of responses laying out the problems of the draft, strongly opposing the same. We believe that by withdrawing financial powers from the regulator and handing them over to the central government, and by giving the HECI unilateral and absolute powers to authorise, monitor, shut down, and recommend disinvestment from Higher Educational Institutions, the Draft Bill will expose higher education in the country to ideological manipulation, loss of much needed diversity as well as academic standards, fee hikes, and profiteering (you can read the full draft of this response here).

WHO does this concern? Any member of the general public with an interest in higher education in India, especially students looking to study in colleges and universities in India and their parents; teachers working in both universities and colleges, including research scholars looking to enter teaching in the near future.

WHY is this important? Because this might be the end of affordable public higher education in India, affecting MILLIONS of students and their futures.

UGC Regulations 2017

Public Response to Draft UGC Regulations 2018

Hi all! We’ve come to you to ask for help on a specific matter that pertains to every UGC-affiliated college and university in this country (that’s a LOT of colleges and universities). The UGC has published the Draft Regulations 2018 on appointment and service conditions of teaching staff, librarians and other instructional personnel. The draft has some really positive proposed measures, like the rollback of API-PBAS for promotions under CAS, but a number of other measures that we believe could use serious amendments!

WHO does it affect? Every academic working in a UGC-affiliated institution in some way or the other, and especially younger academics in entry level positions.

WHAT does it affect? Service conditions of teaching staff; promotions and leaves; appointments. 

The UGC has also asked us for our feedback on the draft. This is where all of us come in.
